ICC reports 478 complaints against police since 2021

The Independent Complaints Commission (ICC) says it has received 478 complaints of police misconduct across Malawi since it began operations in August 2021.

According to a status update released on 7 October 2025, 166 cases have been fully investigated, while 312 remain under investigation. The commission has referred 20 cases for legal opinion, and 13 have been recommended for prosecution, with three convictions already secured.

Additionally, 14 officers have faced disciplinary action, 12 complaints were withdrawn, and 13 officers were cleared of wrongdoing.

The complaints include 22 deaths from police action, 10 deaths in custody, 61 physical assaults, 37 bribery and corruption cases, 40 theft cases, and 72 unlawful arrests or detentions, among others.

The ICC public relations officer, Happy Njalam’mano, has since reaffirmed the commission’s commitment to promoting professionalism, accountability, and respect for human rights within the Malawi Police Service.

He adds that the commission will continue advancing its mandate to strengthen public trust in law enforcement.
